I'm pretty ok with the GM having NPCs lie. But she not only did that, but lied to Finn personally, which is a dick move.

Ok, either she just lied to Finn, which is not cool...
She's lying to the others at the table and Finn is fully in on it and helping her...

As a GM I use lies pretty liberally just enough to keep my players guessing.

They mistrust harmless things and end up falling for traps.
