I assume he's laughing because a) he's having fun, and/or b) this doesn't actually solve anything, as none of the conditions are met (Jasper has to be shattered or bubbled, iirc, and this is neither).

Was it specified that it has to be a gem bubble? Because if she is entirely surrounded by water and can't move, technically she is "bubbled".

B, definitely; double-checked the contract, and it specifically insists "shattered or bubbled". A... eh, maybe. He seems like the kind of guy who might appreciate a well-done deception.
